When you go to this page: https://jira.xxxxxxx.com.au/browse/SXXXD-875 It says 'Sign up'. However, when you click that link, you get an error.

I believe that we should not show users something that they are not supposed to see.

Can we schedule this please for 3.12.x? I think it is pretty important to fix.

We will need to go though the whole of JIRA to see in how many places we display the Signup link when we should not.

It might be a case where some of the places test for certain things (e.g. external user management) and others for other things e.g. private mode). We need to make them all consistent.
