Create a "test POP Account" button so an admin can verify that JIRA can read the POP/IMAP email account

      I am going crazy trying to figure out why I cannot create an issue via email. I get zero feedback from JIRA to determine what is going on - other than no new issues are created.
      A simple "Test Login" for POP/IMAP would at least let me know if I can access the mailbox correctly.
