Cannot Create Custom "View Issue" Screen

      Using JIRA Enterprise Edition, Version: 3.9.1-#234, I created a screen called "Custom View Issue Screen" with some certain fields that I wanted displayed in the "View Issue" screen. I associated the Screen with "View Issue" in the Screen Scheme of the project. However, when I view any issue, the custom view issue screen is ignored and the default is used. Is this a bug?
