It does not seem possible to remove a user from a group when that user name begins with a number. Check the attached screenshot. It is possible to remove users from the same group that do not being with a numbers.

This problem was in fact being caused by usernames that are just 1 character long, not by numbers at the start of the username. Bulk editing of user groups if the username is just 1 character long is now possible.
