It is possible to add "all watchers" in the notification scheme for Issue Created. However, it is only possible to add wachters to an issue after the issue is created, so the watchers will not receive an email notification about the creation of an issue.

The reason why I need this, is that when I create an issue I would like some users to be informed about this since I think the issue is interesting for them. Pretty much the same reason as described in JRA-716. May be it would be even better to simply notify the users as soon as they are added to the watch-list by someone else.?

There is an easy workaround. See my comment and other workarounds at the linked issue
