When resolving (with resolution won't fix) multiple issues at once (using bulk) the specified comment is not available in the sent email.
This does work when resolving a single issue using the normal way.

This is really a big issue for us, because we process the emails sent by JIRA in another application to do synchronization.

When fixing this we need to ensure that it is possible to supress e-mail all together if the user is a Project (or Global) admin.

This functionality should already be there. We just need to ensure we do not break it.
