Add New Issue Type Scheme form does not validate name nicely

    Description

      'Add New Issue Type Scheme' form does not validate the name field at all and is validated in the last step of the wizard which adds a field level error message which is not visible.

      Steps to reproduce:

      1. goto Administration -> Issue Settings -> Issue Types -> Issue Types Scheme
      2. click on 'Add' button (with null or duplicate scheme name)
      3. drag a issue type to the current scheme
      4. click 'Save'

      After clicking save, the page reloads with field level error message that is not displayed.
