"Manage Portal" screen is missing the default template info

Steps to reproduce:

1. Starting from a default dashboard, click "Manage Portal".

The screen that is shown (see attachment) uses a weird template that has whitespace on the left hand side and doesn't show the list of user's groups. I suspect the HTML is just slightly invalid?
