Filter parameters panel on the the left should be collapsed by default when I come to Issue navigator from dashborad plugins

Two reasons why it should be collapsed -

1. Can see filter summary, with panel open in editing mode I cannot
2. More horizontal space for table of issues
   IMHO, who needs to change filtering condition can click Edit, but most of users need just to view, not edit.
