Show Saved Filters fails to display when the user is not logged in

      The Show Saved Filters portlet should be enhanced to display when the user is not logged in.

      This bug http://jira.atlassian.com/browse/JRA-10877 makes me believe the "fix" for the bug solved the exception problem but caused improper behavior.

      Please fix the portlet so it will display properly to anonymous users.
