Add ability to have e-mails show everyone who is getting the e-mail

      We have had some requests from users to be able to see in their e-mail notifications who else got the e-mail. I think this is mainly so they can see who is watching the issue, and also make sure the correct people are getting the information about the issue change. I would see this as a toggle-able feature setup globally.
