When rendering the permalink, the special character such as "#" appears in the group name is not encoded properly.

Sample permalink generated with group name "#tester":

http://localhost:8090/jira/secure/IssueNavigator.jspa?reset=true&&assigneeSelect=specificgroup&assignee=#tester&sorter/field=issuekey&sorter/order=DESC

This causes the return of an invalid result when viewing using permalink.
