We could really use some added functionality whereby an admin (or list of admins or a group) could be designated for each project. That way, each project admin could add "jira-users" and add them to "their" project group. They could add/change/remove components for the project. In fact, any config change about that project should be available to them.

Most of what you are asking for is already avaialble. To create versions and components you can nominate users as Project Administrators. Please, see the 'Administer Projects' permission:

To add a list of users to the project the Project Administrator can use Project Roles:
http://www.atlassian.com/software/jira/docs/latest/project_role_management.html
