Non default permission types can cause Stack overflow if added to wrong permissions

      CurrentAssigneeHasAssignablePermission and CurrentReporterHasCreatePermission can cause StackOverflowException if added to the wrong permission.

      I.e. CurrentAssigneeHasAssignablePermission added to the assignable permission & CurrentReporterHasCreatePermission added to the create permission

      I am not sure how, but we need to check for these cases.
