Currently I may do it for my filters only.

I wouldn't want anyone to edit the order of my filter, if I was the owner and I was sharing it with them. I would tell them to make a copy and edit their copy.

As to pre-defined filters, that's a legitimate request. i think Atlassian has a page that tells you how to do it, but it would be for everyone, not just one user.

I didn't think of changing order of someone's filter.
Does your comment mean that JIRA filers are not pure filters but combination of filter+view?
My idea was there are pre-defined/shared filers and each user can configure custom view applied to selected filter.

You comment on the same configuration of pre-defined filters for everyone does not work - as for example, browsing added/updated/resolved recently issues manager, developer and QA want to see different columns. Manager wants to see progress - estimate & work log, developer - due date, QA - resolution status.

Currently the default filters are not really saved filters but a simple links to the issue navigator, and hence it is not possible to change their columns.
