Save position and size of Filter/History/Help pop up windows

    Description

      Every time I click Filters/History link I have to resize the window.
      With long list of filters/issues default size of both windows does not fit.

      Other problem with these windows: If I leave them open under the main window,
      clicking History/Filters/Help does not pop them up.
      It's confusing.

      Question: Why for charts generation Window (Charts link from Issue Navigator page) do you use another mechanizm - "modal" window in the same Browser Window not opening new one?
