I would like to be able to limit what users (roles) are able to modify individual fields. For example, I only want to allow particular people (project managers) to be able to select a fix version in an issue. However, it seems that any user who can edit an issue, including the reporter, can set the "fix version" value.

This is a popular feature request
JRA-1330, which is unfortunately not trivial. Please see the extensive comments onJRA-1330.The modification of the Fix For Version field is protected by the Resolve Issue permission. For more information on permissions and how to manage these, please see:
