SOAP/RPC getIssueTypes() should accept Project ID

      > When calling getIssueTypes() via SOAP/RPC, this function returns ALL issue types for ALL projects. Instead, it should accept an optional string parameter
      > specifying which project ID to pull the issue types from. This is needed because right now developers must hard code issue types into their apps because
      > issue types X,Y and Z may not be associated with Project ABC.
