administration - global settings - general configuration: User picker autocomplete option cannot be changed to On.

step to reproduce:
import the attached data
go to administration - global settings - general configuration - edit configuration
turn on User Picker property

after performing this operation, jira will not update this property with ON value

Does restarting JIRA help? I think the value is cached.

If you prefer you can remove security level from this issue but please remove zip file attached.
