When the Bugzilla importer creates new users for Reporter or Assignee fields, the password isn't valid. Ex-bugzilla users then come to log in to JIRA, and (not knowing that the importer doesn't preserve passwords) find their passwords rejected.

This is a bit unfriendly. The Bugzilla importer should optionally generate the standard 'new user' email for newly created accounts.

If this is actually not supported, it might be a good idea to take the feature out of the bugzilla importer documentation.
