at this moment (with sub tasks enabled) the permission to create them is given only when the permission on create issue is given.

However we are working in a situation that external clients have the permission to create issues, but we do not want them to create sub-tasks. In the permission schema the create sub-tasks is not seperated from create issue.

Proposal: seperate the permission for create issue and create subtasks

As noted on the duplicate JRA-5476 issue, this amounts to having permission schemes per issue type, addressed in JRA-5865. Please vote for/watch that issue.
