Allow for JIRA to send instant messages (i.e. AIM,Jabber,Google) to
users who have accounts and are allowed to receive notifications
for particular events.

For instance, for each user I would be able to set up an IM account at which user with the account
would specify their credentials. If IM Notifications are turned on (Global setting I imagine), then the issue event information is sent to the IM account. It would also have include the hyperlink to the issue so they could easily click on it and go to the issue.

I saw the capability in Bamboo to allow IM notifications, and thought JIRA could utilize this functionality very easily.
