There are quite a few things that should be configurable when viewing an issue navigator view.

For example, maximum number of issues to export (See discussions on ~~JRA-8899~~), what columns to export, etc.

Some of these parameters would be different for each navigator view.

We should build an intermediary screen to ask the user for parameters before actually running the Navigator View as we do now.
