In JIRA Professional, permissions can only be granted to groups, not individual users. I think we should remove this restriction because:

• people can always create a group of 1 user, so it is more an annoyance than an actual limitation.
• our feature comparison gives no hint of this restriction.
• the JIRA Professional interface suggests that both groups and users can be granted permissions (see JRA-12041).
