When users are part of the JIRA-Administrators group, they are able to log in and search for issues, view issues even if they aren't part of the JIRA-users group.
Though seemingly random functions fail - View Profile, Configure Columns, (any action protected by roles-required="use" in actions.xml

This should be cleaned up and made more obvious or change it to - use || admin.
