    Description

      Currently, one can retrieve the fields for edit screen and workflow action screen. However, not the list of fields for issue creation.

          Suggestion - JRASERVER-11345 Cannot create an issue through SOAP interface when there's a required custom field. (getFieldsForCreate method is needed)
