For example, do not allow to import Enterprise edition to Professional Edition, and Professional Edition to Standard Edition.

Currently, if the data is import into a lower edition JIRA just locks up and sends users to this page:
http://www.atlassian.com/software/jira/docs/latest/enterprise_to_pro.html

We can add a check, same way that we check the build number in 3.7 before importing.
