Document Hot keys in Firefox 2 and change tooltips

      Original Description:

      Hotkeys (e.g. ALT-S, ALT-A, ALT-M) do not work when using Firefox 2.0

Hot keys that map to menus (i.e. ALT-B = Bookmarks) that used to trigger operations in Firefox 1.5 now open the menu.
Hot keys that don't map to menus don't work either.

I haven't figured out whether this is a Firefox or a Jira issue (in terms of who is doing things correctly), but it's a major pain either way.

      Firefox 2 now uses ALT + SHIFT + accesskey to access all access keys in content. This was done to resolve conflicts with menus.

      We need to update documentation and also detect what browser they are using and modify the tooltips accordingly.
