You should be able to configure all plugins (through the Admin section -> Plugins).

This will enable you to do things like:

• Add permissions to Reports/Charts
• Configure things like macros
• Alter order

Pretty much you wouldn't need to use parameters in the atlassian-plugin.xml and could even remove some of the other configurations or over-ride some (even views).
