Currently when a user of the system does not have access to a specific project that user is able to see the project on the 'BrowseProject.jspa' page.

If a user does not have access to a project, why should they even be able to see the project?

Imagine using this to allow a customer to view the process of a product that is being worked on but also seeing the other projects that exist. This may conflict with NDA in place with existing customers.
