Provide option to not update Date Updated on Bulk Edit

      When performing a bulk edit, there are times it would be helpful NOT to update the date last updated. For example, if I do a mass edit of issues to change their security level, this is an internal adjustment and does not affect developers' schedules. Chnaging the date last updated adversely affects developers who receive daily subscriptions sorted by date last updated. Another use case could be a mass edit of Fix version. Think about what you guys did this week. You did a bulk edit to move a bunch of issues from Fix For 3.6.3 to 3.6.4. So now they all show as having been updated this week even though nothing else has been done to them. If the person performing the bulk edit was a member of the administrators group, perhaps they could have an additional checkbox to decide whether to update the date or not for each bulk edit.
