"Restore Data from XML" doesn't seem to flush SOAP cache

      When restoring JIRA from XML backup, the SOAP cache of project versions doesn't seem to be flushed.

      I have an XML backup containing a test project with two versions, "Product Backlog" and "Sprint 1". A version "Sprint 2" is created, and SOAP used to fetch the versions. I then restore JIRA from XML backup, so the web interface shows the two versions "Product Backlog" and "Sprint 1". However, fetching the versions with SOAP will continue to return "Product Backlog", "Sprint 1" and "Sprint 2" until I restart the application server.

      I'm using this approach to unit test a SOAP client I'm writing.
