Add a releaseVersion method to the XML interfaces

      As a companion to addVersion, we'd like to automate the release of versions.

      Using JIRA versions in a per-build scenario, I'd like to
      a) create a new version
      b) release the old version (w/date & assigning open issue's fix version)

      releaseVersion?
