Improve Documentation on Dependency Handling

      Problem Definition

      Portfolio put the rank into priority when scheduling the issues. This may be confusing when dependencies are included into the equation.

      Suggested Solution

      Improve the documentation to explain the expected behaviour when scheduling - which will be considered on priority (rank) and what will be considered in addition.
