The team sees their task board of subtasks (i.e. their stickies) and needs the ability to move them around, changing their rank to the order in which they will work on them. This isn't possible currently, since you can only reorder rank among subtasks that share a parent. We would like to be able to rank them regardless of parent association.

[JSWSERVER-1332] Ability to rank subtasks without parent-task limitations

I have to agree with Nicolas, there is no easy way to break issues into smaller tasks and move them individually through a workflow, with ranking, and it's a huge drawback. I can convert to an Epic every time this happens, but that seems overkill.

I know it is closed "won't fix" but I think the discussion should be pushed further.

It should be possible to this without breaking the ability to regroup the parent and their sub-tasks.
I've tried to use another custom field for ordering the planning board. The D&D ranking is then disabled but the grouping is still working and a Parent task may appear multiple times depending on subtasks rank.
If multiple subtasks are ranked in order, you can group them under the parent, if not it appears standalone with is parent.
I do not see the problem here.
At least it should be a configuration option!!!

The outline view of the TaskBoard should be answering your need.

If we do support this then we will break the ability to regroup the parent and their sub-tasks which I think would be a huge loss.
