Investigate why FishEye Repositories require a re-index when FishEye is disabled

    Description

      Possibly also improve on the Error messaging in the logs if a re-index is in fact required.

      If Fisheye license is disabled for some reason, repository indexing halts and following message is displayed:

      Failed to start repository <Repository Name>: Problem loading repository '<Repository Name>' - Current repository index for "<Repository Name>" is not compatible with your license, please re-index.

      Logs report:

      2012-09-10 14:55:00,819 WARN  [main ] fisheye.app DefaultRepositoryManager-runRepositories - Problem starting repository
      com.cenqua.fisheye.config.ConfigException: Current repository index for "<Repository Name>" is not compatible with your license, please re-index
          at com.cenqua.fisheye.rep.BaseRepositoryScanner.validateIndexingFeatures(BaseRepositoryScanner.java:359)
          at com.cenqua.fisheye.rep.BaseRepositoryScanner.determineIndexingFeatures(BaseRepositoryScanner.java:345)
          at com.cenqua.fisheye.rep.BaseRepositoryScanner.start(BaseRepositoryScanner.java:494)
      

      This messaging could be more intutive for customers to understand what's causing the problem, such as "License invalid or Disabled".
      With the current implementation, it can be very misleading.
