Improve performance of Base ClearCase indexing

Currently, the Base ClearCase logic performs a lshistory on the VOB to retrieve the list of checkins to index. This logic should be updated to make use of the '-since' flag, so that on subsequent indexes, the lshistory commands only retrieves checkins after the last index date.
