Currently users are just in time added to Crucible. This means that you can not assign someone to a review without first getting them to log in. Just in time is probably the best default, however it would be good to have other options, say:

• a one off load from a directory
• periodic sync with a directory
• look up a user in the directory at review creation time (which adds them to cru at that point).
