can't create topic if same label exists

      NOTE: This suggestion is for Confluence Server. Using Confluence Cloud? See the corresponding suggestion.

      Seems you can't create a new topic if the name exists in a label on a page somewhere.

      The UI doesn't really warn you until you click through to the end.

      Also, you can't add topic watchers since these topics are not shown in the Topics page.

      The only way I've been able to make it show so far is to create at least one question using that topic.
