The demo content endpoint should never create the demo content twice

      NOTE: This bug report is for Confluence Cloud. Using Confluence Server? See the corresponding bug report.

      It seems on some instances that the demo content has been created twice (analytics show a number of instances with questions = 14, answers = 6). Regardless of how this is happening (a bug somewhere, maybe clicking the button twice? or a user is manually hitting the REST resource) we shouldn't be allowing the demo content to be created twice.
