I don't think it does prevent developers from building Confluence from source. It is more than we say we give the source of Confluence (and its core plugins) to customers when we don't...
Sherali has released the bundled plugins which were previously in the source release to:

"Deprecated" means that tags still exist in the old Subversion location for compatibility with released binaries. Note that this issue does not include plugins like 'Advanced Macros', 'HTML Macros', and so on. These are still part of the Confluence core code, and have their source available in the standard Confluence source release.
