Group-related LDAP queries are executed even when groups are solely managed by Confluence.

What we need is a new configuration setting (boolean) that tells Confluence that groups are to be managed internally (not in LDAP). As a result of setting this to true, Confluence will not issue group-related requests to LDAP.
