Selecting "site default" as preferred language results in alternating behavior

      Preferences > Edit Profile > General > Site default language (Japanese)

      If you select "Site default language (Japanese)" and save, the user language is switched to English. If you repeat this again, it is switched to Japanese. Then back to English and continues to alternate. This is a bug.
