Plugin's I18n properties not loaded in other cluster nodes unless restarted

      Have a plugin with I18n properties file

      <atlassian-plugin>
        ...
           <resource type="i18n" name="i18n" location="myproperties" />
      </atlassian-plugin>

      myproperties.properties is included in the plugin's jar.

      Installed in Node 2, everything works well, UK looks nice with the properties loaded, NP

      View page in Node 1 and I get the string Key

            We're still running into this on 5.5-m19. Restarting the node solved it.

            I see the same symptoms as above. This is still broken in Confluence 3.5.1!

            The node that performs the plugin upload gets the keys, but the other nodes don't get them until you restart ... this is still happening in confluence 3.1
