Patch for resource handling to set proper expiry dates

      In https://support.atlassian.com/browse/CSP-10669, Alain reports that we're serving up plugin resources with stupidly short expiration times, or with no expiration times.

      He offers a patch in this comment;

      that seems like a good one on first glance. We should investigate and implement.
