The default value of the margin size in common_fop.vm is fixed to 1cm. The step to increase this value is neglected at most times when users are trying to change the header for the pdf export. This causes the image not to be displayed and the header text is not exported to all pages.

There seems to be no reason to have the value as 1 cm, since it has no obvious effect (to me at least) of this value. The Title of the page gets printed at the same vertical space, meaning, that this value does not have any affect on the vertical top level margin.
So it seems to me that the only role of this parameter is to make sure the the header does not get printed. what is the point of that?
