We are running JDK 1.5.0.10 since 8 months or so, so most of the thumbnails were created during that time. Any lately created thumbnail gets the quality of the image above (which was also created on jdk 1.5 already).
Arent the thumbnails created new on upgrading of confluence? Of course i dont save the thumbnails folder on reemporting a backup. If that's the case, I can't see why the thumbnail quality would have degraded. We'll investigate and try to reproduce this problem ourselves.
(It's a good idea to fill in the "Environment" section when you submit a bug report, so that we can discount obvious causes like JDK versions) Frank, please create a thumbnail for the attached image so that I can compare it to what I get.
Thanks, first is the thumbnail out of a confluence 2.3.3 installation.
second (_tn_paint) comes from a paint program what i can see is that, the thumbnail of the original here looks exactly the same as the thumbnail i have uploaded, here in jira. (foo and foo_tn)
Changed the scaling algorithm to produce better looking thumbnails.
test... i didnt got any message that the issue was resolved... just saw it in the release notes...

You may also need to delete the contents of the confluence-home/thumbnails directory to remove any cached low-quality thumbnails.
