When an attachment is added, a notification is sent, as expected. However, when an attachment is removed, no notification is sent. This allows vandals to randomly delete attachments for a long time before an administrator would notice there is a security problem.

A notification should be sent to any watchers when an attachment is removed.

This should include all remove notifications for pages, attachments, blogposts and comments.

it may be good to consider at this time notifications for page MOVES.

Currently, notifications for page moves are been sent, but they look like page edits so it may not be as noticable. You may open another improvement issue for that.
