After installing, setting up the user and then clicking "start using confluence", I click straight on "Preferences" and I see a header and footer, but nothing between it. The breadcrumb trail bar is also empty and the footer's date shows: ${generalUtil.buildDateString}.

Yeah using v2.3.1 or above fixes the issues - they all appear to be related to the issue with timezones being limited in v2.3.
