Many LDAP groups make 'Edit Groups' very slow

      If you have (say) 5000 groups in LDAP, then clicking 'Edit Groups' on the View User page takes a very long time.

      As we can only assign local groups via the Confluence UI, we shouldn't be displaying LDAP groups that the user is not a member of at this point.
